## Rules questions

### Can I Launch to any region on my first Launch, or are there restrictions?

On your first Launch you may place a ship in any unoccupied region (a region with no raider and no ships), but you still must follow the additional Launch requirements (for example you may only Launch to an Alliance Base if you can activate it, and only ships with Voyage may Launch to a nebula). (p. 9) 

### If I claim a moon on a planet, can I immediately slot it into a module and get its benefit?

Yes — when you claim a moon it goes to your claimed-moons area, and you may slot a moon as a free action at any time (including immediately) into a module or Tactical Operations; moon outputs grant their resources when you activate the module (and Tactical Operations can be used when you lose a battle, so you may slot just before using it). (pp. 10, 13, 16) 

### If there's already a raider in the active region, will another raider still perform a Raider Strike into it?

No — if a raider is already in the active region, a Raider Strike does not occur and no further raiders may enter that region, with the exception of S‑Class raiders (which have special rules allowing multiple S‑Class in a region). (p. 11) 

### How do rerolls and targeting values work in battle — do I keep rerolling low dice?

Each participant has a targeting value (number of ships in the region plus modifiers, up to 5) and must reroll any die result below that value until each die is equal to or greater than the targeting value; participants then compare highest dice to determine the winner. (pp. 21–22) 

### What exactly triggers game end and does the player who triggered it get an extra turn?

Game end triggers when any player's VP marker reaches or surpasses the terminus on the VP track; when triggered, remove the event marker, the active player finishes their turn, and then every player (including the one who triggered it) takes one more turn before final scoring. (p. 25)
