## Rules questions

### When do we roll the dice and how do ambulances get claimed?

During Phase 1 you draw and roll patient dice and place them into the ambulances, then players claim ambulances in turn to take those patients; follow the placement and claiming order and the fatality rules listed for Phase 1 (see page 4).

### Can I move patients between departments during activation?

You activate departments in Phase 3 to apply their healing effects; patients only move between departments when a department activation or ambulance action specifically allows it, so follow the activation text and Phase 3 rules (see page 5).

### How do specialist meeples and Blood Bags trigger or get used?

Specialist meeples trigger when their printed condition occurs and resolve immediately as described, and Blood Bags are spent to change a die’s color temporarily — both the trigger timing and how to track temporary color changes are explained with examples on page 6.  

### When and how do we discharge patients and score them?

Follow the discharge procedure in the discharge step (Phase references on page 7) and then score discharged patients according to the scoring rules and end-of-shift/endgame procedures on page 8. 

### What happens to neglected patients or if a patient dies?

Neglected patients are handled during Phase 4 and may cause penalties or remain until resolved; fatalities are removed when the rule conditions are met (some during intake) — the procedures for neglected patients and fatalities are described on pages 4 and 7. 

### When can I take hospital improvements and what do they do?

You acquire or choose hospital improvements during Phase 2; improvements change department abilities and add specialist/meeple effects as listed in the improvement tables (see page 5 and the department/improvement list on page 12).
