## Rules questions

### Can I use an exhaust ability on a card that's already exhausted?

No — you may only use an exhaust ability on a card that does not already have an exhaust token; to use it you move an exhaust token from your state card onto that card, and if you have no exhaust tokens or the card already has one you may not use the ability (p.6).

### If my draw deck runs out while I’m drawing or refilling the market, do I reshuffle immediately?

Yes — when you need to draw and your draw deck is empty you follow the reshuffle procedure (which may include special steps depending on your state side or nation), shuffle your discard into a new draw deck, and then continue drawing; note that effects that say “draw if able” do not trigger a reshuffle if the deck is empty (pp.7, 8, 13).

### What's the difference between Activate and Innovate — can I take actions when I Innovate?

Activate lets you take actions (spending action tokens) and use exhaust abilities in any order, while Innovate forces you to discard your hand and then perform a break‑through; you may not take actions or use exhaust abilities when you Innovate (p.6; quick reference p.13).

### When I acquire a card from the market, where does it go and do I collect tokens under it?

When you acquire a market card you add it to your hand and also gain any influence/coin/ship tokens on that card; if there is an unrest card under it you add that unrest card to your hand as well, then draw a replacement and (for certain suits) tuck an unrest card under the new market card as described (p.8).

### What exactly counts when scoring at the end — do cards in my nation deck or development area count?

At scoring you count victory points for cards in your hand, play area, draw deck, discard pile and history/flooded pile, as well as your power card and any front‑area tokens (each ▶ is 1 VP); do not score cards in your nation deck or in your development area (pp.7, 13).
