## Rules questions

### When do terrain tiles flip to their other side?

A terrain tile flips immediately when it becomes adjacent to a road token; flipped tiles can also trigger any Extra Draw Areas shown. (page 6)

### Can I place Property tokens on any tile — what’s the order, cost and bonuses?

Property tokens must be placed in the specified order on the map, you pay the placement cost shown, and you immediately gain any placement bonuses printed for that token. (page 6)

### How does the Industry track advancement work and when do Industry columns automate?

Advancing on the Industry track moves your marker and grants the listed abilities; when you reach the column thresholds you may automate or gain the Industry column bonuses as described. (pages 7–8)

### A Citizen card has an Immediate effect and a Pass effect — when do each happen?

Immediate effects resolve as soon as you play the Citizen card; Pass effects only trigger when you later take the Pass action; note some citizens also have a play cost or can be placed into Industry columns for automation. (page 8; see Pass on page 9)

### What exactly happens when I take the Pass action?

When you Pass you score according to your board and city table, resolve Industry-related scoring, collect any Round Aid and score Skills/Citizen points as applicable, and follow the Pass/cleanup procedure in the rules. (page 9)

### What free actions can I use, and how do the Clock Tower token and Wonder icons work?

There are eight listed Free Actions you may use during the Action phase at the times specified, and the Clock Tower token and Wonder icons each have special timing and usage rules that modify when or how those actions/effects can be taken. (page 10)
