## Rules questions

### When do we lose 1 TR, and does everyone lose it?

At the beginning of the Turmoil phase, after Production, all players lose 1 TR. This happens every generation, including in solo play unless another rule specifically modifies it (Rulebook, pp. 3, 6–7).

### When does the current Global Event happen?

The Current Global Event is resolved during the Turmoil phase at the end of the generation, after the TR revision. There is no Current Global Event during the first generation (Rulebook, pp. 2–3, 6–7).

### How does a party become the ruling party?

During New Government, the Dominant party—the party with the most delegates—becomes ruling; its Policy tile becomes active during the next Action phase, and its Ruling Bonus is applied. In a tie, the Dominance marker goes to the tied party first encountered clockwise from the party that just became ruling (Rulebook, pp. 4, 7).

### Can I place delegates for free, or do I have to pay 5 M€?

You may move a delegate from your Lobby into a party for free. Moving a delegate from your Delegate Reserve into a party costs 5 M€, and Lobbying may be performed any number of times during a generation (Rulebook, pp. 4–5).

### How does influence affect Global Events?

You can have up to 3 influence: 1 for the Chairman, 1 for the leader of the Dominant party, and 1 for one or more of your non-leader delegates in that party. A Global Event’s counted value is normally capped at 5 first, then your influence can increase or decrease that value, even beyond 5 (Rulebook, p. 5).

### Can I play a project that requires a party even if that party is not ruling?

Yes, if you have at least 2 delegates in that party. Otherwise, a project showing a party requirement can be played only while that party is the ruling party (Rulebook, p. 5).
