- Cards
- Score every card in your hand, Play area, Draw deck, Discard pile and History, Legends or Flooded pile, plus your Power card. Leave everything where it lies while scoring, since some cards score differently by location. Do not score un-played cards still in your Nation deck or Development area. A fixed-value card scores or subtracts its number, a conditional card scores only if its condition is met, and a variable card scores as it describes but never more than 10 points — your Power card included.
- Resource pool
- 1 victory point for every token in your Resource pool. Tokens sitting on cards do not count.
- Tiebreak
- Most victory points wins; tied players share the victory.
- Collapse: fewest Chaos
- If the Unrest pile ever empties the game ends there and then, and points are not what decides it. Count the Chaos in your hand, Play area, Draw deck, Discard pile and History; fewest wins. Cards still in your Nation deck, or in the Cultists' Chaos pile, do not count — and a Cultist whose Chaos pile is empty when Collapse triggers wins outright. A tie among the fewest is settled by ordinary scoring, highest total winning.
