A Difference of Opinion
Racial tensions rise in Loudwater after a decree grants the orcs of the High Forest unrestricted access to the city. When elves who oppose the decree are murdered, suspicion falls on the orcs, while the scions of Green Regent Otar face distrust. Players investigate the killings and navigate the city’s political divisions in an adventure for 11th-level characters.
