Several prominent heroes in the city have been taken into custody and accused of crimes against its citizens. Each claims to be innocent, leaving players to determine whether the heroes have turned against the city or whether a deeper conspiracy is at work. The scenario is provided as a 32-page PDF, with a separate four-page print-and-play file containing the required certificates.
