A paper-and-pencil role-playing game of investigation and tactical action. Players portray federal, local, or international law-enforcement agents, as well as terrorists, mercenaries, and other criminals. Through collaborative storytelling, they investigate cases in the streets, confront opposing forces, and resolve tense combat situations with detailed rules.
