Baparan Government and Military
P’Bapar is a city-state ruled by Archduke E’Dos Kalanasi II, following its independence from the Kalamaran Empire. The Archduke governs through a small council of appointed representatives and administrators, while titled nobles oversee various aspects of the city beneath him. Independent guilds, powerful priests, ambitious wizards, and representatives of the Golden Alliance compete for influence as the administration manages the city’s essential functions.
