Beasts of the Outer Swells: A Rainy City Bestiary
A system-neutral RPG bestiary collecting tall tales, legends, and galley gossip about strange sea monsters in the rough waters around the Rainy City, a doomed fantasy metropolis where wizards guard decaying tomes, gargoyles watch from above, thieves prowl the streets, and rain never stops. The entries provide quick flavor and adventure material for a Game Master, whether used with the Rainy City setting or adapted to any campaign where unusual leviathans might emerge from the sea.
