Develop a new district near the city-state of Tempest in the aftermath of a devastating storm. Place canals to connect buildings with resources and the harbor, provide employment, and enhance the area with scenic gardens. Use card drafting and tile laying to arrange the district and advance your faction's interests. Secret missions provide additional objectives and keep the final outcome uncertain until the last card is played.
