Cheers To The Governor
Players work together to count around the group while memorizing a growing series of ridiculous rules. After reaching 21, they draw a Numbers card and a Rules card, replacing a number with an action or phrase. Mistakes reset the round, and the team wins by successfully completing a round with all the rules in play.

I don't know if we played the version of the game depicted in the picture, but the way we learned this game was to count to 21 in a circle, then go through and replace a number with anything you want after each time you get to 21. This game is an absolute blast, and works great as a drinking game or not. Definitely learn this game and play it with family and friends for a hilarious time. That being said, party games don't get the best ratings from me and are more situational/mood-based. 6.5/10.
