A crime boss uses philanthropy, local businesses, and construction projects to expand his criminal enterprises across Manhattan while keeping his own involvement hidden. Most operations run through a trusted intermediary, but conflicts arise with neighborhood heroes and law enforcement in the aftermath of the 2004 battle that devastated entire districts.
