This 75-page expansion explores the council of Avatars that governs the City, detailing their individual operations, the Rifts in their service, and the secret agreement that preserves the status quo. The standalone PDF includes six new Avatar profiles, including a corporate chairman embodying consumerism and greed, a homeless child who protects the City’s residents, an authoritarian district attorney, a scientist promoting dark technological optimism, a theater owner and madam representing destructive love, and a media figure tied to sensationalized lies.
