Emergence Event: Captain Xeron and Xoron
Two new captains begin with weak crew statistics but grow stronger as they gain control of the galaxy. One can grant a bonus to any stat for control markers in the current Galaxy tile, while the other grants a bonus to all stats when every Location in a Galaxy tile is controlled. These abilities stack, allowing their flexible bonuses to shift with the situation and increase as they conquer more of the galaxy.
