An urban fantasy setting for old-school roleplaying games, centered on a dangerous city within an empire. Three witches lead secret cults devoted to the Storm Wolf, an ancient force of chaos that seeks to return, devour souls, and unleash a Great Storm of Blood. The setting provides material for city-based adventures, including its mythology, factions, locations, and threats. Its rules-light presentation supports use with Basic/Expert D&D, Labyrinth Lord, Swords & Wizardry, Lamentations of the Flame Princess, other d20 fantasy games, or adapted systems.
