Heroic Havoc #1: Instant Circus Is Going to Get You!
A circus arrives in town as a cover for super-powered villains testing a new crowd-control product on unsuspecting citizens. The heroes investigate the criminals’ operation, confront affected civilians and police officers, and battle the villainous performers across several encounter areas. This scenario is designed for Mutants & Masterminds characters of Power Level 10–11. It includes villain profiles with illustrations and backgrounds, encounter maps, introductory material for bringing the heroes into the adventure, and suggestions for follow-up scenarios.
