Imbalance of Terror
The heroes are caught in a wave of street violence as mercenary assassins hunt the brutal vigilante Black Terror through their city. His former sidekick asks them to protect the fallen hero while bringing him to justice for his crimes. Players must navigate the chaos, confront the assassins, and decide whether Black Terror should be defended, captured, or held accountable.
