A system-neutral role-playing supplement for adventures in a sprawling, fantastical city built above forgotten ruins and dangerous depths. The metropolis is shaped by tyrannical nobles, competing factions, disasters, strange services, and threats ranging from sewer creatures to depraved aristocrats. The book provides rules for urban travel, exploration, traffic, hazards, hirelings, contraband, and faction relationships. Generators create districts, buildings, streets, shops, non-player characters, and encounters across the Megacity, Undercity, and Spires. It also includes urban locations, monsters, artifacts, spells, diseases, and guidance for running anything from a small city dungeon to a full urban campaign.
