Players control small teams of Street Judges or criminal gangs, using weapons, vehicles, and the environment to fight for justice or survival. The rulebook includes core rules, faction profiles, weapon and vehicle rules, building-based combat, and scenarios. It also provides rules for creating patrols and developing a faction through linked games.
