On the island of Hawaii, Lilo and her older sister Nani try to hold their family together after the death of their parents. Isolated from other children, Lilo struggles to make friends and often acts out. Meanwhile, a scientist faces trial before the Galactic Federation for creating genetically engineered creatures with unusual powers. The story follows the meeting of these characters and the experiments released into the world.
