Mandate Archive: Cabals of Hydra Sector
This campaign supplement details two covert cabals operating in the Hydra Sector. The Gansu Loyalty Association serves as the secret police of the Great Exemplar of Gansu, competing internally while suppressing offworlders and undermining neighboring worlds. The Daedalus Group conceals an unrestricted artificial intelligence whose growing creativity and madness may produce a weapon against the Burning Mirror Compact. Full agency statistics support espionage adventures using the system from Darkness Visible. A list of additional secret agencies and rebel cells provides further campaign material.
