A peaceful, highly organised society stretches along the World River, a vast waterway encircling much of the planet. Players engage with the political and military tensions surrounding Hatrasis province, where a century of tribal conflict has developed into a modern guerrilla insurgency. The government seeks to preserve the river’s unified administration while concealing its escalating campaign from the wider population.
