This roleplaying supplement collects more than 40 villains, minions, and corrupt organizations, ranging from thieves and brawlers to masterminds, fallen heroes, cosmic threats, and their rank-and-file forces. Each entry includes a rating on the Metahuman Threat Scale to help Gamemasters select suitable opponents for player characters. The book also adds expanded size charts and rules for creating characters, vehicles, and headquarters on a cosmic scale.
