North Ward - Bluffs Neighborhood
A neighborhood sourcebook for a fantasy city district built along rugged hills above the river. The Bluffs feature steep streets, narrow alleys, stairwells, traveler-friendly businesses, merchants, and residents with differing attitudes toward newcomers. It provides a setting for adventures involving travel through congested streets, commerce, local disputes, criminal activity, and encounters with visitors arriving from the west. Characters can explore the neighborhood, deal with its inhabitants, and use its elevated outskirts as a vantage point over the city.
