On the Underground: Engineering Crew

Players hire engineer crews as a limited resource that can be held and spent to extend network options. Each player may take at most one crew tile by using an action; holding a crew lets a player, once later, claim a branch tile or place a track token without spending an action. Crews are set up with one tile per player and remaining tiles are removed from play, so timing and ownership affect availability during the game.
