His will is enforced across the Khor Star Empire by the Justiciars, his personal agents, while humanity may hold the key to the empire’s continued expansion—or its downfall. This super-powered character is presented for use in superhero roleplaying campaigns, providing a powerful ruler and potential antagonist for heroes to encounter.
