Road Hazard
This Power Level 11 rogue is a highwayman who uses a stolen X-9 Assault Vehicle to commit crimes and challenge rivals on the streets. The super-powered vehicle provides speed and a deadly array of weapons, making him a dangerous opponent for heroes, especially those with vehicles of their own. The character can be introduced into the Beacon City setting or adapted to other campaigns with minimal changes.
