Laurel’s Canopy is governed by the Pandion Decrees, an unfinished legal code whose conflicting interpretations have left the clearing trapped in bureaucracy. While the Clerkdom parses the Decrees, the Corvid Conspiracy takes root and ruler Nanit Osprey struggles to respond. Discontented denizens organize revolutionary groups as the clearing moves toward crisis.
