A city rests upon the back of a colossal turtle that has endured invasions and changing rulers for ages. As the creature marches toward the ocean, the city faces submersion while its overworked residents appeal for help. This 34-page setting for Troika! includes six new backgrounds, five syndicates with competing agendas, eight enemies, new spells and weapons, 36 random occurrences, customizable neighborhoods, and an ecological crisis threatening the entire city. Players may support the workers’ union or exploit the vulnerable alongside the ruling landlords.
