The Hierophant
A powerful occult emissary seeks to reshape the world in the image of Ex Machina, a mysterious force he serves. His origins and the source of his abilities remain uncertain, but his influence is already felt in Beacon City. The character profile presents a Power Level 16 rogue and his steam-powered minion, Cog, for use as an antagonist in a campaign. Heroes must stop his efforts to spread his uncompromising vision, with little adjustment needed to use him outside Beacon City.
