The campaign begins with the Axis turn in December 1939 and covers Germany, the Soviet Union, Finland, Sweden, Norway, Denmark, Britain, and France. Players move forces, resolve land operations, and use an extensive naval module covering the region’s maritime operations. National data sheets and order-of-battle notes support the campaign.
