The Reign of Cats & Dogs
Emerald City faces a bizarre crisis when ordinary cats and dogs develop super powers and run amok after a break-in reveals a Silver Age hero hideout. A team of 4–6 heroes investigates the cause, deals with the super-powered animals, and works toward a safe conclusion. Designed for heroes of Power Level 8–10.
