It includes 44 villainous archetypes, 48 developed antagonists with histories, personalities, and story hooks, and eight heroic characters that can serve as player characters or non-player characters. The book supports nine different campaign styles, including worlds without heroes, prison breaks, villain school, heists, and revenge teams. It also features public-domain characters such as the Black Terror, Green Turtle, Stardust the Super-Wizard, Women in Red, and Miss Fury.
