This supplement presents Tokyo as a city of shadows under the control of Nippon Tech, where ninja move through the darkness and rival powers shape the fate of reality. It details the city's districts, locations, influential figures, strengths, and weaknesses, with maps and new gamemaster characters and templates. Two mini-adventures set in Tokyo provide scenarios for the Possibility Wars. The material is intended for use by both players and gamemasters.
