Ultimate Cities
This Pathfinder Second Edition expansion adds detailed rules for establishing and governing a domain. Players use civic actions to develop villages into towns and cities, expand their territory, and construct buildings, magical improvements, monuments, and unusual settlements such as cliff dwellings, treetop cities, and underwater cities. The rules introduce kingdom events and more than 70 settlement attributes, covering geography, commerce, local culture, magical features, and potential dangers. Tables support city design and management, from strategic locations and legendary marketplaces to planar crossroads, slumbering monsters, and god-ruled cities.
