Ultimate Rulership (PF1)

This rules expansion adds options for managing kingdoms in the Pathfinder Roleplaying Game. It introduces new edicts covering royal commissions, endowments, espionage, festivals, militarism, and army recruitment, along with nearly 20 buildings such as aeries, hanging gardens, tunnels, and crematoria. Additional rules address population, military recruitment, settlement attributes, kingdom events, danger levels, and naturally advantageous sites. Guidelines also support unusual settlements, including cliff dwellings, treetop towns, and cities beneath the sea.
