Ultimate Rulership (PF2)

This expansion adds extensive rules for building and governing a domain in Pathfinder Second Edition. Players manage trade and diplomacy, establish embassies, treaties, and alliances, and shape their kingdom with new feats, activities, abilities, and leadership roles. Optional rules cover resource trade routes, taxation, resource dice, terrain effects, noble titles, and more. New kingdom feats and activities support different approaches to rulership, including specialized armies, sea power, hidden refuges, magical development, and livestock management.
