A supervillain in a bird costume leads a crime spree through the city, while superheroes race to stop him before he begins kidnapping children. This superhero adventure for ICONS and the HERO System includes an arc of scenarios, a villain and his minions, plot seeds, optional encounters, and reusable maps of a jewelry store, restaurant, suburban home, and museum.
