Rules questions

Answered from the rulebook by Ludoya's rules assistant.

Do I have to use all four expansion modules, or can we choose just one?

Each module can be added to the base game on its own or combined with any of the others. (Rulebook, p. 1)

If I bid to be first player, does everyone pay their bid?

No. Only the first player subtracts their Line 1 bid from their starting money; the other players do not pay for their first-player bids. (Rulebook, p. 1)

How do we choose which New Departments are included?

Sort the tiles into the four types, then draw until you have four different Departments of each type. Keep the second copy of each chosen Department and return the rest to the box, for 32 tiles total. (Rulebook, p. 2)

Does a New Donations tile have to cover a donation of the same type?

No. A tile may cover any donation area, regardless of its type; move any disks already there to the same positions on the new tile. The donation VP is scored at the end of the game. (Rulebook, p. 4)

Can anyone choose to wait before taking a turn?

No. Only the first player may wait; the other players take their turns normally, and the first player then goes last in turn order. (Rulebook, p. 4)
