Set in San Francisco during the 1850s Gold Rush, players act as entrepreneurs competing to develop the waterfront by repurposing abandoned ships as business sites. Play unfolds over three rounds as players play cards and place tiles to claim wharves, expand their holdings, and gain influence in the city council. Scoring derives from control of waterfront plots, tile placement synergies, and political standing. Turn choices balance immediate points against longer-term positioning as the harbor landscape changes with each placement.
