A strategic-level hex-and-counter wargame covering the European and North African theaters of World War II. Players direct major powers through land, air, and naval operations, managing U-boat warfare, strategic bombing, diplomacy, espionage, research, and production. The game includes full campaign scenarios, shorter engagements covering key operations, and optional rules and variants for different historical possibilities. Card systems add bluff and surprise to naval warfare, bombing, espionage, and submarine operations, while remaining optional for solitaire play. Scenarios range from the invasion of Poland and the Battle of France to Barbarossa, North Africa, the Atlantic, and D-Day.
