This Champions campaign supplement introduces 60 new villains, ranging from low-powered costumed criminals to threats capable of endangering the world. It includes the master villain Sunburst and his henchmen, three villain teams—the Brain Trust, the Crimelords, and China’s official superhero team, the Tiger Squad—and more than three dozen solo villains. Each entry includes guidance for adjusting the villain’s power level and plot seeds for incorporating them into campaigns.
