Carcassonne: The Peasant Revolts

Adds a small set of event tiles that trigger local peasant revolts affecting cities, roads and monasteries. When a revolt tile is drawn, each player in turn checks their meeples on the indicated features: unprotected meeples are immediately returned to the supply, while protected (laid-down) meeples remain and award 2 points. If a player must return at least one meeple the revolt ends; otherwise it passes to the next player until someone is affected or all have been checked. Players can protect meeples by paying points when placing a meeple (or by forgoing placement to protect an existing meeple). Protected meeples lose protection when their feature is scored.
