Power Grid: Russia & Japan

Two new mapboards present distinct regional challenges for the base economic-network game. The Russia side limits the power-plant market and alters the usual rules for exchanging outdated plants, forcing players to adapt bidding and upgrade strategies. The Japan side models dense geography by allowing players to build two separate networks and imposing initial connection restrictions to select cities, intensifying competition for key routes and expansion opportunities.

In Russia, when do we remove the smallest power plant from the market?

Starting in game turn 2, remove it when the first player passes instead of offering a new plant for auction, then replace it from the stack. Do not remove it merely because everyone passes without buying a plant (p. 2).

In Russia, do I remove a power plant when someone connects the same or more cities than its number?

No. Unlike the standard rules, you do not remove a power plant from the market when a player connects the same or a higher number of cities (p. 2).

What happens to the power-plant market when Step 3 begins in Russia?

Remove the smallest power plant and the Step 3 card, leaving four plants in the market. Players may choose from all four remaining plants (p. 2).

Can I really have two separate networks in Japan?

Yes. Each player may have two separate networks during the game, although access to the starting cities can force a player to continue with only one network (p. 2).

Where can I place my first houses in Japan?

During the first game turn, each network must begin in one of the six designated starting cities: Fukuoka, Kobe, Osaka, Sapporo, Tokyo, or Yokohama, subject to the selected regions. If you start both networks, you place only two houses total—one in each network (p. 2).

Can I start a second network later in Japan, and can I use another connection space in a starting city?

Yes. Beginning with the second game turn, you may connect from either starting city, and you may start your first network later by choosing a designated starting city. During Step 3, the third connection spaces in starting cities also become available; if all spaces in a starting city are occupied, you must play with one network thereafter (p. 2).
