As the Thames freezes over, a scientist is murdered in northern London and a mysterious device is stolen. The globetrotters investigate a conspiracy involving the Commonist League, a violent revolutionary faction linked to a scientific utopian movement. The investigation leads through assassination plots, terrorist atrocities, and secrets reaching the highest levels of society, while the British Empire faces the threat of war. The scenario forms part of a Victorian steampunk campaign using the Ubiquity ruleset.
