Expansion content for the base game that introduces a new Netherlands faction and additional components focused on water management. Adds an External Works mechanic: powerful tiles acquired from a new action space that require permanently spending Concrete Mixers and Excavators to unlock their effects rather than assigning them to the Construction Wheel. Introduces Personal Building mechanics, where players collect and activate five Building tiles with distinct effects using engineers, plus two new Executive Officers tuned to these systems and three Advanced Technology tiles related to Personal Building construction. Requires the base game to play.
