This sourcebook explores the castles and courts of Rokugan, where governance, political maneuvering, betrayal, and covert operations shape the fate of the Emerald Empire. It includes rules for the Deer Minor Clan, new schools, weapons, and techniques for courtly conflicts, plus support for playing shinobi such as the clanless Mercenary Ninja. Game Masters receive guidance for running intrigue and romance-focused adventures, creating their own courts, and incorporating covert operatives into their campaigns.
