Manage competing spy networks in neutral Portugal during World War II, operating around a coastal resort town with casinos and luxury hotels. Players start with an identical set of character tiles and assign them to historic locations to recruit, upgrade and manipulate spies. Actions at locations generate resources, intelligence and special abilities used to complete missions and score victory points. This edition bundles the base game with all promo cards and two expansions, adding new locations, additional spy options and upgraded components to expand available strategies and player choices.
